I am also trying to determine if a Chromebook is even worth it, so saying they are garbage is also acceptable.
A chromebook is basically a phone with a keyboard and bigger screen. I perceive them to be purely Internet and minor document creation machines. I'd rather own a $500 Lenovo if it was my primary computer.
Disclaimer: I use a $2,000 Alienware machine and edit photos/videos.

We have like a maybe $140 Asus Chromebook I bought Rachael from Best Buy that has been running videos/internet searches fine for almost 2 years now. You could probably cut your budget in half and find something that meets most of your requirements

There's great chromebooks out there in the $200-300 range, as long as you are ok with ChromeOS (and it's great for a lot, and easy to use and update), you get a lot of laptop for the $. I don't have a particular one to recommend, just pick one from a brand name manufacturer and go with it. I'm about to switch my parents to all ChromeOS stuff.

It has never worked for me with smaller sized tablets with kickstand/padfolio style cases.
Maybe a 11in+ screen helps here?
I HATE using my surface on anything but a flat surface. The kick stand just can't sit right when it's on your lap. I'm always craining my neck when using it on my lap.

Acer R11 convertible looks like a good deal. The N3160 chip is more serious than you'll find in most Chromebooks and I think it meets all your requirements. ~$270.
*edit* Here's an interesting one, the CTL NL61T for $279 has the same specs but is made for school/kid use. Sold!

R11 and R13 were on my list.
Even though the R13 is supposed to be better, the processor on it doesn't seem that great?

Snagged the R13, should be here after Christmas.
Only concerned about it being too big to use in tablet mode, but I guess we will see.
It just appears to be built for the upcoming future of Chromebooks vs the R11 and Asus Flip.
We got an Echo Dot for Christmas. It's creepy and cool at the same time. Seems like more of a novelty though, but I bet someday new homes will have some kind of "Jarvis" system integrated into the low voltage and power systems. We're not far away from that
