Add a dash that's always lit up, and apparently most drivers don't know if their headlights are on or not (it's a little more obvious in a 30+ yr old car). Now when it's raining or foggy, almost no-one has their lights on. At a bare minimum, 1/3 states require lights be on with wipers, hey maybe the car could figure that out? Or really what is the big deal, just leave the lights on all the time since no-one's taking it seriously enough to make it work, and save a buck on the useless automatic lighting system and controls.
It'd be nice if the cops would pull people over in the rain who don't have their lights on, but half the cops don't have theirs on either.
My friend bought an accord and drove for THREE MONTHS thinking his headlights were on at night when he just had the DRLs turned on.
