That's pretty close to the truth. The "will of the people" is being interpreted from a few hundred hardcore leftists that are apparently underemployed because they are the only ones who show up en masse whenever there is public comment. The socialist council member has used her office to enable them, including an illegal march to the mayor's office (federally protected because she was a US Attorney) and is currently in the midst of a recall effort.
