I had a good friend of mine protesting in DC... like in the deep end... but he was like "its not big deal its peaceful"... so i had to go over the "rules" of the game and the potential "price" you can pay and the rights we already gave up.
1. dont get cornered in, stay on the edges as best you can... stay close to the side streets and check them
2. bring your bike and check your 6 a lot
3. bring extra water
4. wear your mtn bike protective gear and cup... and your shooting glasses
5. if you see one bull horn and cant hear... get out
First Amendment: Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
All laws that require a permit to protest violate the first amendment IMHO. unfortunately it leads off with "congress shall" ... so apparently it leaves it open for local governments to do it.
