Nah that incident was 100% the S2000 driver's fault. If you you are not at least more than half way alongside someone before they would have to start turning in then that's absolutely not a pass to attempt in HPDE (wouldn't be a good pass attempt in racing either). The overtaking driver has the responsibility to complete the pass cleanly. In this case the S2000 hadn't even begun pulling alongside the Miata before the Miata started turning in.
In a HPDE there is zero reason to try a risky late pass. ZERO. The guy in the Miata wouldn't have any reason to think someone would try to slip under hip after turn in, so why would he be looking for him?
