He had already taken some damage so the blast ended up killing him and not the other guy. The other guy still took a good amount of damage, might not have killed him because the wall deflected some of the blast. The rocket blew up too far away from him for it to have been triggered by Grenades and Horseshoes, it just hit the ground.
I've seen lag issues but this doesn't look like one of them.
