Just another note on the "swiftness" thing, relating to preparing for large events like the Car Show. When it comes time to actually get the show set up, week of, and you guys are running around buying food and getting traffic barriers and stuff, there's no reason all of that work has to rest on the officers. You can always ask other members to pitch in as the show approaches.
As far as things like getting sponsors, that would fall under the longer-term responsibilities of the PR officer, and ideally should be taken care of long before the date of the show. Again, just because the PR officer holds the final responsibility doesn't mean he has to toil away on it in solitude. No reason not to ask the current students and alumni if they know of any awesome businesses that might be interested in participating in the show. But the PR officer is the one that should be making the phone calls.
