I don't know if 8000 is actually possible or not. I know that in order to have the "shepard breathing" ending, you need an EMS of 5000. For my 63% Galactic Readiness, I would have needed 8000. (Whether that's possible I don't know).
I know you also get additional war assets from importing characters from previous games that you DO NOT get just playing through ME3.
However, as I said, the "best" possible ending is with an EMS of 5000. If your Galactic Readiness is 100%, then you'll need military assets of 5k. If it's less than 100%, you'll need more. But if all you're after is the "synergy" (green 'splosions) ending, just go ahead and finish it out, because you're there, I'm sure.

*sigh* They still don't get it, but whatever. Karpyshyn was clearly the "big picture" guy over at bioware, and I suspect the Star Wars MMO took a lot of creative energy away from Mass Effect.
