Yes and no. The military has been an active participant (although not entirely disclosed) in natural disasters for some time. The purpose of the latest legislation is aimed at granting them more "official" authority to do so, provide a domestic deployment option (to minimize time away from families), and give our armed forces more "humanitarian" training.
