Mike, I'm not sure I would go with the factory refurbished piece, just because I like supporting my local gun store, and at least at VA arms they stand by what they sell. (Or at least they say they do, the only problem I ever had with the handgun I bought there was me putting it together wrong).
And John, here's my theory:
If you practice with your gun you'll be able to put accurately put rounds into a target without hesitation. If your gun is uncomfortable to fire, you won't practice with it.
Now, like kaan said 9mm is definitely "good enough" for self defense, assuming you get a heavy, expanding round. And the PRC law does say that
Of course, maybe these people are talking about "one shot" because you only get 10 if you live in California.
I'd say if you have a 9mm and you're worried about stopping power, just practice double tapping.
